In this subtitle the following words have the meanings indicated. “Handgun” has the meaning stated in § 4–201 of the Criminal Law Article. “Permit” means a permit issued by the Secretary to carry, wear, or transport a handgun. “Qualified handgun instructor” has the meaning stated in § 5–101 of this title. “Secretary” means the Secretary of State Police or the Secretary’s designee.
