The Authority may: adopt bylaws for the conduct of its business; adopt a seal; maintain an office at a place it designates; maintain facilities for the purpose of holding hearings under this subtitle; employ a staff; accept a grant, a loan, or any other assistance in any form from any public or private source, subject to the provisions of this subtitle; enter into contracts and execute the instruments necessary or convenient to carry out this subtitle to accomplish its purposes; and do all things necessary or convenient to carry out the powers expressly granted by this subtitle. The Authority shall adopt a code of conduct for its members.
