### Subtitle 10

#### Section 14-1006

On or before December 1, 2028, the Maryland Stadium Authority, Baltimore City Community College, Morgan State University, and St. Mary's College of Maryland shall submit a report, in accordance with Sec. 2-1257 of the State Government Article, to the Legislative Policy Committee, the Senate Budget and Taxation Committee, and the House Health and Government Operations Committee, on:

(1) the number and dollar value of contracts awarded in accordance with this subtitle to ESOP offerors during fiscal years 2026, 2027, and 2028; and

(2) an evaluation of the effectiveness of the Employee Stock Ownership Plan Preference Program.
