In this section, “notice” means, for a person described in § 7–308(b)(2) of this subtitle, receipt of written notification on a form prescribed by the Secretary of State identifying an individual as a Program participant. “Notice” includes receipt of written notification on a form prescribed by the Secretary of State identifying an individual as a Program participant. Notwithstanding any other provision of law, service of process on an individual by a person or an agency that has received notice that the individual is a Program participant shall be made in accordance with this section. Service of process shall be made: in person on the Program participant; or by mail on the Secretary of State. If service by publication is required, service is valid if: the publication omits the name of the Program participant; and the Secretary of State has been served in accordance with subsection (c)(2) of this section.
