Each secretary of a principal department is responsible for recommending to the Governor: any change in the organization, placement, or name of a unit in the department; any change, abolition, or transfer of an advisory body in the department; and any centralization or coordination of administrative staff or clerical services in the department, for efficiency and effectiveness.
