In this section the following words have the meanings indicated. “Fund” means the Resiliency Hub Grant Program Fund. “Program” means the Resiliency Hub Grant Program established under § 9–2010 of this subtitle. There is a Resiliency Hub Grant Program Fund. The purpose of the Fund is to provide grants under the Program. The Administration shall administer the Fund. The Fund is a special, nonlapsing fund that is not subject to § 7–302 of the State Finance and Procurement Article. The State Treasurer shall hold the Fund separately, and the Comptroller shall account for the Fund. The Fund consists of: grant funding obtained under subsection (k) of this section; funds distributed to the Fund under § 9–20B–05 of this title and §§ 2–110.1 and 13–201 of the Public Utilities Article; money appropriated in the State budget to the Fund; interest earnings; and any other money from any other source accepted for the benefit of the Fund. The Fund may be used only for: grants awarded under the Program; and costs associated with administering the Program and the Fund. The State Treasurer shall invest the money of the Fund in the same manner as other State money may be invested. Any interest earnings of the Fund shall be credited to the Fund. Expenditures from the Fund may be made only in accordance with the State budget. Money expended from the Fund for the Program is supplemental to and is not intended to take the place of funding that otherwise would be appropriated for the Program. The Administration and the Maryland Department of Emergency Management, in coordination with any other appropriate unit of State government, shall identify and apply for grant funding, including federal grant funding, to support the Program.
