A cash award and expenses related to other awards under this subtitle shall be paid:
(1)
from increased revenue or monetary savings attributable to the innovative idea or service;
(2)
from the funds of any principal unit that employs the employee or that benefits from the innovative idea or service; or
(3)
as provided in the State budget.
