“Park” means to halt a vehicle, whether or not it is occupied, other than temporarily:
(1)
When necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device; or
(2)
For the purpose of and while actually engaged in loading or unloading property or passengers.
