Except as provided in subsection (b) of this section, the Administration may design temporary registration plates and furnish them to any licensed dealer who: On the form that the Administration requires, applies for at least five of these plates; and With the application, submits a fee established by the Administration for each plate. A wholesale dealer may not apply for temporary registration plates.
