An application for the registration of any vehicle for which the registration fee is based on maximum gross weight shall be accompanied by: A certificate that states the empty weight of the vehicle, including its body, cab, and spare tire; A declaration of the load the applicant intends the vehicle to carry; and Any other pertinent information that the Administration requires.
