In this section, “zero–emission vehicle” means any vehicle that: Is determined by the Secretary to be of a type that does not produce any tailpipe or evaporative emissions; and Has not been altered from the manufacturer’s original specifications. A zero–emission vehicle is exempt from the mandatory tests and inspections required by this subtitle. The Administration and the Secretary shall adopt regulations necessary to: Provide for the determination of which vehicles are zero–emission vehicles; and Implement the provisions of this section.
