Complaints alleging a violation of the Act or these regulations may be filed with the Secretary. A complaint shall: Be in writing; State the name, address, and telephone number of the complainant; State to the extent possible the nature of the alleged violation, the date of occurrence, and the name of each person involved; Include to the extent possible any materials distributed by the alleged violator; and Include any other information which the complainant believes useful to sustaining the complaint.
