An executive order issued under these regulations may not: Create any rights of ownership or other rights to land; Create any benefits or entitlements of any kind; Impair valid existing rights, benefits, or entitlements of Native Americans residing in the State; or Impair existing judicial rulings of the State regarding Native Americans indigenous to the State.
