A.
In hearings before the Chief:
(1)
An individual may represent himself or herself; or
(2)
A party may be represented by an attorney authorized to practice law in Maryland or, if authorized by law, appear through a representative who is not an attorney.

COMAR 28.02.01.08 governs representation matters in hearings delegated to the Office.
