Migratory labor camps shall meet the following requirements:
A.
Be located within the State;
B.
Provide living accommodations for four or more migratory workers engaged in agricultural activities, including related food processing; and
C.
Be, in the determination of MDH and MOSHA, in need of health or safety improvements, or both, in conjunction with a plan.
