To qualify as an eligible grantee under the Program, single family owner-occupants shall: Be a “family of limited income” as defined in Regulation .02B of this chapter; Own the eligible property in fee simple or under a freely transferable ground rent lease; Have at least one of the owners meet the definition of elderly in Regulation .02B of this chapter who resides in or intends to reside in the property to be modified; Have the legal capacity to incur the obligations of the grant; and Demonstrate to the Department that they cannot undertake the modifications without a grant.
