The Secretary may waive or vary particular provisions of this chapter if:
A.
The waiver is consistent with the Act;
B.
Any necessary approvals from HUD are obtained; and
C.
The Secretary determines that:
(1)
An emergency exists; or
(2)
The application of a regulation in a specific case would be inequitable or contrary to the purposes of the Act.
