The Secretary may waive or vary particular provisions of this chapter if: The waiver is consistent with the Act; Any necessary approvals from HUD are obtained; and The Secretary determines that: An emergency exists; or The application of a regulation in a specific case would be inequitable or contrary to the purposes of the Act.
