A.
A grantee shall meet the following minimum requirements:
(1)
Be a political subdivision or a community development organization;
(2)
Not have defaulted on any prior financial assistance from the Department;
(3)
Not be currently barred or suspended from any of the Department’s programs;
(4)
Serve at least one sustainable community; and
(5)
Submit an application to the Department in accordance with the Act and this chapter.
B.
Grants may be used to implement projects approved by the Department.
