This chapter applies to contested case hearings relating to: All programs provided for in COMAR 07.02 Social Services Administration; All programs provided for in COMAR 07.03 Family Investment Administration; All programs provided for in COMAR 07.07 Child Support Administration; and Other programs specifically referring to this chapter. Construction. In hearings conducted by an administrative law judge of the Office of Administrative Hearings (OAH), this chapter shall, whenever possible, be construed as supplementing and in harmony with COMAR 28.02.01 Rules of Procedure of the OAH. In the event of a conflict between this chapter and COMAR 28.02.01, this chapter applies. In the event of a conflict between this chapter and program regulations, the program regulations apply.
