The administrative law judge shall render a proposed or final decision in accordance with the Secretary's delegation. The decision shall: Be based on the record; and Contain: Separate statements of findings of fact and conclusions of law; Citation to pertinent State and federal law; An order; and A statement of the appellant's rights: In the case of a final decision, to seek judicial review, and In the case of a proposed decision, to submit exceptions to the Secretary or seek judicial review.
