The Department shall adopt a formula and qualifications for allocating Program funds to jurisdictions based on funding availability and jurisdiction-wide statistics for the: Number of individuals and families living in poverty; Unemployment rate; Number of individuals and families receiving food stamps; and As available, number of individuals and families requesting food assistance. The Department shall ensure that not more than 5 percent of the funds are used for administrative costs by either the Department, the administering agency, or both of them.
