The following individuals may file a disclosure veto prohibiting the disclosure of any information concerning the individual contained in agency, birth, or court records: A biological parent of an adoptee; An adopted individual 21 years old or older; or A sibling as defined in Regulation .02B of this chapter. A disclosure veto shall be filed with the Director. The Director immediately shall forward a copy of a disclosure veto to the Secretary of the Maryland Department of Health. An individual authorized to file a disclosure veto may cancel or refile a disclosure veto at any time.
