The purpose of the In-Home Aide Services Program (IHAS) is to complement other social services programs by providing specific services to individuals of all ages in the community in order to:
A.
Prevent or reduce the length of institutional placement;
B.
Prevent or reduce the length of out-of-home placement of children;
C.
Prevent or remedy abuse, neglect, self-neglect, or exploitation; or
D.
Promote self-sufficiency.
