The providers shall submit reports and accounts as required by the Administration. The provider shall use generally accepted methods of accounting. The provider shall make the accounts and records available to representatives of the Administration and other State or federal staff authorized to inspect the records of the provider at reasonable times, upon written request from the Administration.
