Purpose. The Refugee Cash Assistance (RCA) Program is for new arrivals in the United States who are: Refugees; Asylees; or Victims of severe forms of trafficking in persons. Scope. This chapter does not apply to individuals residing in: Baltimore City; Baltimore County; Anne Arundel County; Carroll County; Howard County; Harford County; or Washington County. Individuals in the jurisdictions listed in §B(1) of this regulation are subject to the Maryland Public/Private Partnership Refugee Transitional Cash Assistance Program in compliance with 45 CFR Parts 400 and 401.
