To provide private adoption services, an agency shall: Be licensed as a child placement agency by the Administration in accordance with COMAR 07.05.01; and Have a written service plan which meets the requirements of this chapter. To provide adoption search, contact, and reunion services (search services), the agency shall: Satisfy the requirements in §A of this regulation; and Have a written plan which meets the search services requirements of COMAR 07.02.12. An agency or individual shall satisfy the requirements of §A of this regulation to: Advertise adoption services through the media; Conduct public meetings for the purpose of soliciting potential clients; or Recruit in any other way potential adoptive parents or locate children for adoption in Maryland.
