A.
Except with a use permit from the Service, on Service controlled lands and waters a person may not remove, disturb, damage or destroy any portion of a:
(1)
Mineral;
(2)
Plant;
(3)
Rock;
(4)
Tree; or
(5)
Nongame animal.
B.
Violation of any provision or restriction of the permit shall constitute a violation of this regulation.
