Except with a use permit from the Service, on Service controlled lands and waters a person may not remove, disturb, damage or destroy any portion of a: Mineral; Plant; Rock; Tree; or Nongame animal. Violation of any provision or restriction of the permit shall constitute a violation of this regulation.
