In this chapter, the following terms have the meanings indicated. Terms Defined. “Convicted” or “conviction” means: To have been found guilty in a court of law; or To have forfeited collateral. “Hunter” means a person who attempts to pursue, kill, shoot, or in any manner reduce to personal possession, any wild waterfowl. “Hunting club” means a group of individuals who pay dues or other compensation to hunt wild waterfowl. “Master hunting guide” means a person who was licensed as a master hunting guide by the Service before April 11, 2005. “Outfitting” means, for compensation, providing hunters with: Access to a hunting area; Hunting equipment, including but not limited to, a blind, a boat, and decoys; and A licensed waterfowl hunting guide who provides personal guiding services. “Personal guiding services” means: Accompanying hunters while in the field; and Performing any of the following activities: Calling wild waterfowl; Directing the times and zones of shooting by hunters; Directing the species and number of wild waterfowl taken by hunters; Dispatching wounded wild waterfowl; and Retrieving downed wild waterfowl. “Waterfowl hunting guide” means an individual who: Is an employee of a waterfowl outfitter; and Furnishes personal guiding services. “Waterfowl outfitter” means an individual who receives monetary compensation for the outfitting of hunters to hunt wild waterfowl.
