The following terms have the meanings indicated. Terms Defined. “Agreement” means a legal document setting forth the rights and responsibilities of the Department and the vendor. “Department” means the Maryland Department of Health. “Human Services” means shelter, support and health or health-related care, including corollary operations necessary to the delivery of that care. “Vendor” means any organization, including a local health department, which delivers human services under a funding arrangement governed by an agreement.
