### Chapter 04 — Human Services Agreements Manual

#### Regulation .01 Definitions.

*COMAR 10.04.04.01*

A. The following terms have the meanings indicated.

B. Terms Defined.

  (1) “Agreement” means a legal document setting forth the rights and responsibilities of the Department and the vendor.

  (2) “Department” means the Maryland Department of Health.

  (3) “Human Services” means shelter, support and health or health-related care, including corollary operations necessary to the delivery of that care.

  (4) “Vendor” means any organization, including a local health department, which delivers human services under a funding arrangement governed by an agreement.

#### Regulation .02 Manual.

*COMAR 10.04.04.02*

A. The Department may enter into an agreement with a vendor to provide human services.

B. The agreement shall specify that the Department and the vendor comply with requirements and procedures set forth in the “Human Services Agreements Manual”, which is incorporated by reference.

C. The Department shall supply each vendor with a copy of the “Human Services Agreements Manual”.
