The Department shall determine the priority of applicants to be awarded State grant funds after consideration of: All eligible applications; The 5-year plan of the Medical Assistance Policy Administration for these services; Priorities as established by the Department; The reasonableness of the projected capital, and operating costs and revenues, for the facility; The availability of State grant funds; The total of unallocated State grant funds available at the time the application is received; and The readiness of the project to go before the Board of Public Works.
