The Department shall determine the amount of the State grant for an applicant's project after consideration of the following: All eligible applications; Priorities of need as established by the Department; The total unallocated State funds available in the Department's Administration-Sponsored Capital Programs for Assisted Living at the time the application is received; The projected amount of anticipated appropriations as provided in the Governor's 5-Year Capital Improvement Program; The reasonableness of the total cost of the project; and Current operating costs or the reasonableness of a projected budget and revenues for the facility.
