State grant funds for nursing facilities under the Act shall be used solely for projects approved by the Department for the purpose of converting existing nursing facility beds to provide:
A.
Other health care services;
B.
Purchase of capital equipment; and
C.
Planning, design, construction, and renovation of a facility.
