A.
In order to be eligible for improvement payment, a facility:
(1)
Shall meet the eligibility criteria specified in Regulation .14 of this chapter;
(2)
Shall be eligible and receive a composite score during the current fiscal year and the prior fiscal year; and
(3)
May not be receiving a payment based upon its score as described in Regulation .19C of this chapter.
B.
Facilities shall be ranked according to the greatest point increase compared with the prior fiscal year.
