Regulation .05 Limitations.

To participate in the Program as a provider of transportation services under IDEA, a provider shall be a local education agency, a local lead agency, a State-operated education agency, or State-supported education agency.

Providers shall only bill the Program for transportation services on dates when other Medicaid covered services are provided.
