Definition. “Unit of service” means a one-time service that is: Not otherwise available under the ICS Program; Approved in the plan of service; and Rendered to a participant by a qualified provider to assist the participant in transitioning from a nursing facility or assisted living facility to independent living. Transition services may include some or all of the following: Security deposits; Essential furnishings and moving expenses; Deposits or fees for utility services; and Other health and safety assurances including pest eradication. Transition services may not include recreational items such as televisions, cable TV access, or DVD players.
