An operator of a youth camp shall obtain a youth camp certificate or letter of compliance issued by the Department, which allows the operator to: Operate the youth camp during the period specified on the certificate or letter of compliance; and Provide a specialized activity at a specific location. An operator may not: Operate a youth camp as defined by this chapter and Health-General Article, §14-401, Annotated Code of Maryland, unless the operator has obtained a youth camp certificate or letter of compliance from the Department; Operate a youth camp except during the period of time specified on the certificate, the letter of compliance, or an amendment letter from the Department; Provide a specialized activity that is not specified on the certificate, the letter of compliance, or an amendment letter from the Department; and Provide a specialized activity at a location that is not approved by the Department. A certificate or letter of compliance may not be transferred from: One person to another person; One location to another location; or One youth camp to another youth camp.
