An operator shall ensure that: Durable containers in good condition are provided for the storage of garbage and other refuse; Garbage and trash are: Collected as often as necessary to prevent the containers from overflowing; and Disposed of by a system in accordance with State and local laws, regulations, and ordinances; and Containers used outside: Have tight-fitting lids; and Are leak-proof, fly-proof, and rodent-proof.
