Before operating a TGH, a person shall obtain a license from the Department under the provisions of this chapter and COMAR 14.31.05 for each TGH site in which children reside. The Secretary shall grant a license to an applicant to operate a TGH if the applicant fulfills the requirements for: Licensure under COMAR 14.31.05; and Service and staffing under this chapter.
