The Secretary's designee shall have authority to: Engage in reasonable efforts to secure the attendance of witnesses; Conduct a full, fair, and impartial hearing; Take action to avoid unnecessary delay and duplication in the proceedings; and Maintain order. The Secretary's designee: Shall rule on the admissibility of any documentary evidence and on the appearance and testimony of any witness; May question any party or witness; and Shall permit examination of witnesses.
