The Administration shall pay the lower of either: Reasonable customary and actual costs not to exceed the cost to the general public; or Medicaid-approved rates. Reasonable customary and actual costs are determined and authorized by the Administration before the delivery of the service. The Department shall reimburse the licensee for preauthorized supplemental services upon submission of an invoice.
