A.
If the permit holder was issued a permit by the Board, a complaint shall be:
(1)
Filed in compliance with the provisions of COMAR 10.29.11.03; and
(2)
Processed in accordance with the provisions of COMAR 10.29.11.04.
B.
The Board may initiate a complaint or investigation on its own.
