Preliminary educational qualifications credits acceptable to the Board are: Certificates or diplomas issued by public and private high schools accredited by the National Council of Secondary Educational Institutions or as recognized by the state or city issuing them. Certificates issued by the department of education of the states and possessions of the United States to applicants having 15 or more units to their credit. Applicants presenting foreign credits of preliminary education shall have them certified by the consul or the embassy of the country in which they were acquired. Bachelor's degree accredited by the State.
