The Board: May not take any action on an incomplete application; and Shall notify the applicant of the need for additional information within 45 days of receipt of the application. An application is not complete until all required material, including the fee and supporting documentation, is received by the Board. An incomplete application shall be held for 1 year from the date of initial receipt, after which the application is invalid.
