In this chapter, the following terms have the meanings indicated. Terms Defined. “Pilot program” means a program designed to determine whether a specified change in human resource policies, procedures, or practices results in improved human resource management. “Research or demonstration project” means a study of human resource operational methodology, a study of the effects of human resource operational policies and practices, or a study of comparative alternatives in human resource management.
