A person operating a taxicab on MTA property may not block or interfere with the free passage of pedestrians or vehicular traffic on or about MTA property. A person may not operate a taxicab on MTA property unless the person prominently displays within the taxicab a taxicab driver-identification permit containing a recent discernible photograph of the driver and the telephone number of the taxicab franchise operator, the assigned telephone number, and the driver's identification number. Taxicabs shall stand or wait only in posted taxicab areas on MTA property.
