In this chapter, the following terms have the meanings indicated.

Terms Defined.
(1)
“Administration” means the Motor Vehicle Administration.
(2)
“Administrative law judge” means a person authorized to conduct hearings in contested cases under State Government Article, Title 9, Subtitle 16, Annotated Code of Maryland.
(3)
“Administrator” means the Motor Vehicle Administrator.
(4)
“Contested case” means a proceeding so defined under the Maryland Administrative Procedure Act.
(5)
“Licensee” is one whose legal rights, duties, statutory entitlements, or privileges may be affected by the outcome of a contested case, including an applicant for a license issued under the Maryland Vehicle Law.
(6)
“Party” includes a licensee, the State, and a secured party under a hearing held pursuant to Transportation Article, Title 13, Subtitle 2, Annotated Code of Maryland.
