All classes of new motor vehicles produced by either domestic or foreign manufacturers presented for titling in Maryland shall conform to 49 CFR 565, as amended. All other vehicles to be titled in this State shall be accompanied by proof of the identity of the vehicle that the Motor Vehicle Administration reasonably requires.
